Can I Formally Request Non Profit ByLaws and Financials (by letter)?

Hello. I am a new board member to a non profit organization and was wondering if there is some type of formal letter I can use to legally request the bylaws and financials of the organization I am now a part of. I ask this because I have asked the President several times since I have been appointed with no success. The way the organization is ran is the President makes all the decisions and does all the spending with his appointed board members concurring; nothing is ever approved, and the treasurer does nothing financial related. I believe I was inserted to fill a vacancy to become "one of his people" as well. I have looked over the 990's (which are only available online only up to 2008), and they're just not looking right. This is a very large youth sports organization in Pennsylvania.
